Housing & Community Development works to provide affordable housing opportunities for low to moderate income residents of Harford County. We administer a range of Federal, State, and County funded programs providing opportunities for affordable home ownership, loans and grants for special needs housing programs, rental assistance, renter protection through Livability Code enforcement, first-time homebuyers, housing preservation, foreclosure prevention, economic mobility, family self-sufficiency, and financial literacy.
The Baltimore Regional Project-Based Voucher Program, which includes Harford County as a partner agency, has made awards of project-based vouchers. The Howard County Housing Commission has been recused from each round of awards because they have been part of a proposal each time.
