Through the Homelessness Solutions Program, the Maryland Department of Housing and Community Development (DHCD) provides federal and state funding to the 16 local Continuums of Care (CoCs) to support homeless shelters and homeless services programs across the State of Maryland. This includes funds previously managed through the Emergency Solutions Grant; Rental Allowance Program; Emergency and Transitional Housing and Services; Homeless Women's Crisis Shelter Homes; Service-Linked Housing; and the Housing Navigator and Aftercare Program. Continuum of Care Program (Federal)
The Continuum of Care (CoC) Program is designed to promote community-wide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness.
